 A Sterling Legacy: Lt Gen Michael  Honoured with Param Vishisht Seva Medal

​ In a proud moment for the state of Goa and the Indian Armed Forces, Lieutenant General Michael Anthony Jude Fernandez was awarded the Param Vishisht Seva Medal (PVSM) this Republic Day on the occasion of Republic Day 2026. The award recognizes his visionary outlook, inspirational leadership, and an unparalleled devotion to duty that has defined his decades-long career.

​Roots and Academic Brilliance

​A proud Goan with deep ancestral ties, the General’s mother hails from Naikavaddo, Aldona, while his father belongs to Saligao. His personal life remains closely intertwined with his heritage; his wife, Pearl, also hails from Naikavaddo, and the couple was married at St. Thomas Church, Aldona, on January 23, 1994.

​His journey toward military excellence began at the Jesuit-run Saint Joseph's Boys High School, Bangalore—an institution famous for nurturing icons like the painter Mario Miranda and cricketer Rahul Dravid.

 Lt Gen Fernandez’s subsequent academic and military credentials are equally distinguished:

​NDA & IMA: An alumnus of the National Defence Academy, Khadakwasla, and the Indian Military Academy, Dehradun.

​Corps of Engineers: Commissioned on June 11, 1988.

​Technical Excellence: A Gold Medalist in Electrical Engineering from the College of Military Engineering, Pune.

​Strategic Scholar: Graduate of the Defence Services Staff College (Wellington), the Higher Command Course (Army War College, Mhow), and the National Defence College. He holds MPhils in both Defence & Strategic Studies and Defence & Management Studies, alongside a postgraduate diploma in Human Rights.

​A Career of Global and Tactical Distinction

​The General Officer’s operational experience spans the globe and the most challenging terrains in India:

​International Service: Served with the Indian Peace Keeping Force (IPKF) in Sri Lanka and the United Nations Peace Keeping Force in Lebanon.

​Command Roles: He has commanded an Engineer Regiment in the high-altitude Kargil Sector, an Amphibious Infantry Brigade, and an Infantry Division in the desert sector.

​Instructional & Staff Roles: He has shaped future leaders at the NDA, CME, and twice at the DSSC Wellington. At Army Headquarters, as Director General of Staff Duties, he oversaw the training and deployment of all Indian personnel in UN missions worldwide.

​Transforming the OTA Chennai

​Since assuming the appointment of Commandant, Officers Training Academy (OTA) Chennai on June 22, 2024, the General has focused on a world-class transformation. Under his stewardship, the Academy grooms over 750 men and women officer cadets from India and friendly foreign nations.

​Within a rigorous one-year framework, he has fostered a gender-integrated environment that develops "scholar warriors." His training focuses on:

​Contemporary warfare and intellectual growth.

​Physical robustness, martial arts, and horsemanship.

​Soft skills, including debating, music, and art, through a closely mentored and progressive learning environment.

​A Life of Balance and Family

​Beyond his professional accolades—which include the Ati Vishisht Seva Medal (AVSM), the Vishisht Seva Medal (VSM), and multiple Commendation Cards—Lt Gen Fernandez is a man of diverse talents. He is a skilled musician who plays the guitar and sings, as well as an avid cyclist and sportsman who enjoys snooker, golf, and sailing.

​His wife, Pearl, is a dedicated educator who has worked with Army Preprimary schools and contributed significantly to the social uplift of Army families. Their son, Nigel Steven Fernandez, is currently pursuing a PhD in Artificial Intelligence at the University of Massachusetts, Amherst, USA.

​A Call to the Youth of Goa

​In his message to the youth of Goa, the General urges them to strive to be the best versions of themselves. He encourages them to:

​"Be modest in success and resolute in adversity. Think big and set a high vision with clear-cut, time-bound goals, aligning your talents with the service of humanity."

​He expressed his wish to see more young Goans don the uniform and serve the country, continuing the state’s long-standing tradition of excellence within the Indian Armed Forces.
