The story of Lieutenant Commander Leo Silvano Dias is a testament to the fact that excellence is not a destination, but a continuous journey. Born on July 10, 1977, in the scenic village of Santa Cruz, Goa, Leo was raised with values of discipline and ambition by his parents, Mr. Pacoal Dias and Mrs. Candida Dias Sapeco. Today, he stands as a decorated veteran and a key security official at the nation's central bank.
A Foundation of Academic Excellence
Before he ever donned the white uniform of the Navy, Leo was a standout scholar. His academic trajectory in Goa was marked by top honors at every level:
* Government Polytechnic, Panaji: He secured the First Position in his Diploma in Civil Engineering (1996).
* Goa Engineering College (GEC): He graduated with a Bachelor’s degree in Civil Engineering, earning a Gold Medal from Goa University in 2000.

In 2002, Leo Dias traded the drafting board for the deck of a warship, joining the Indian Navy as a Short Service Commissioned Officer in the Executive Branch. His journey took him from the grueling cadet training at INS Mandovi in Verem to specialized warship training in Kochi.
By 2005, he had earned his Watchkeeping certificate on INS Kora. His leadership roles were diverse and demanding:
